MAOC-N welcomes its new Head of Operations, Jean-Damien Moustier

MAOC-N is pleased to announce the appointment of its new Head of Operations, Jean-Damien Moustier.


With more than 26 years of experience in law enforcement, Mr. Moustier brings extensive operational and international expertise in the fight against organised crime and drug trafficking. A senior officer of the French National Police, he has held a number of posts both in France mainland and overseas and abroad.

Prior to his appointment at MAOC-N, Mr. Moustier served as Home Affairs Counsellor at the French Permanent Representation to the European Union, where he represented France in Council working groups and contributed to European policy development in the fields of drugs, organised crime and law enforcement cooperation.

Previously, as French Police Attaché in Bogotá, he held regional responsibility for Colombia, Panama, Costa Rica and Nicaragua. In this capacity, he strengthened operational cooperation against cocaine trafficking and organised crime, working closely with international partners and overseeing investigations in one of the world’s most strategic regions for drug production and transit.

He also served in Martinique as head of the Caribbean Anti-Drug Office, as well as on the French-Spanish border in charge of investigation services.

Mr. Moustier holds Master’s degrees in Law and Security Policies and in Private Law. His service has been recognised with several national and international honours, including awards from the French, Spanish and Colombian authorities.
